RNLI no dummies

A recent local news story informs us that two mannequins used by the Sidmouth RNLI are under threat.
… local bylaws permit charities to collect on only one day a year in the town and a complaint to East Devon District Council raised the possibility that the dummies could be in breach of them…
What is all that about. How are the mannequins ‘collecting’? If these mannequins are
collecting just because they can receive donations, what about all the charity boxes ‘collecting’ on bars and next to tills in shops?
A charity finds a way to increase its profile, give a little something back in entertainment value, and collect some needed funds without being ‘in your face’ as some charities are and this is what they get.
What is the agenda of the person that raised this complaint? - I think we should be told.
